The main reason Edmonton is the capital of Alberta is that it is geographically centred in the province. Calgary was deemed to far south despite its size (albeit they were very similar), trade (Calgary is known in Canada as "Cow-town" by chance) , and perhaps most importantly railway (The CPR went right through Calgary) advantages. Edmonton was to be somewhat of a forward capital used to create two distinct and important commercial and administrative hubs in Alberta.

These settlers had more political power than the locals and saw Edmonton, the home of the HBC fort with it's connection to British culture and class preferable to Calgary with it's cultural ties to locals.
