It is not. Its just Hollywood showing Slumdog millionaire. Entire India is not like that. People who stays at slums are mostly immigrants from nearby countries like Bangladesh. But Yes there are slums, and Indian Government is working at it.

(2) No significant spending to infrastructure maintenance, particularly thrash collection. Very few public collection sites for trash. Insufficient public latrines and not maintaining them when they are built.
(3) No well planned trash removal system
(4) Humid weather makes wall paintings degrade faster. Lack of sufficient funds prevent from painting frequently
(5) Cultural aspects among the population - tobacco chewing and spitting on the road is common.
(6) Significant degree of corruption that diverts money assigned for common good.
(7) Finally, a general apathy from the public for rapid change - there are no noticeable movements to address such problems.
Although the cities and other crowded places (such as where there is a local festival) appear dirty, rural areas are much cleaner and beautiful. Unfortunately most often one has to travel through the crowed places to reach the more beautiful parts.
Its their culture or I dont know. But I had a roomate in college that was Indian and I hated him! I have to say that I had a stereotype for that culture. But after some weeks of living with him, I could confirm that that stereotype is true! (not generalizing to all indians, because some of them are nice, but LOTS of them are disrespectfull, dirty, liars!!
