The moon, like a lot of galactic space is an extremely hostile environment to almost all forms of life including people of planet earth! Along with a spacesuit suitably designed for off-planet use, an astronaut needs moon boots that will also withstand the harsh conditions outside of earth's delicate, yet protective atmosphere. The moon itself is made up of mostly moon-rock & moon-sand.

Moon boots need to be tough enough to protect the astronaut's foot from moon-rock. They need to be supportive around the ankle to help prevent any unneeded ankle injuries with insulation throughout the boot warm enough to keep the astronaut's entire foot area & lower leg area snuggly safe from the instant-freeze cold yet with comfy cool protection from the direct sunlight that would cook the body to a crisp in an instant if exposed! In summary, moon boots need to protect the general foot area of an astronaut from a variety of hazards that range from having the potential to cause mild discomfort to loss of limb or possibly death! Remember astronauts.. always put your moon-boots on before going for a spacewalk! ;)

because of the lack of gravity, by having heavy boots it allows the individual to obtain less devience from surface and more contact to the moon's surface.

Because the Moon is relatively small compared to the Earth it has very much less gravity. This means that when men walk on it they tend to push themselves off it because they are used to walking where there is more gravity. So they wear heavy boots to try to solve this problem.
