There are several answers to this question:

1. The crew were panicked. They wanted to get people off as fast as possible.

2. Even though the ship was sinking, people still felt as though they should follow the class system. Boats were arranged by class and there had to be a certain amount of room between classes. The first class people also had to have a lot of room.

3. They were trying to make things look like just a precaution. They did not wish to stuff the boats and have people on the ship panic.

4. An excuse that a crew member gave was that they did not know how much weight the boats would hold and they did not want them to capsize. I call this an excuse because the boats were tested and could hold 70 men no problem.

Many people refused to get on them because they believed that the ship was actually not sinking. Also, since a large number of passengers were immigrants who spoke different languages, many of them were not able to understand the commands of evacuating the ship. Hope this helps :)

The first lifeboats were not filled for several reasons: Nobody was sure Titanic was going to sink, and it seemed safer to stay on the vessel than to take seats on small boats.
