Because a picture is worth a thousand words. You can see in an instant what is near impossible to convey grammatically. You can do so very much with setting in a film that it would be a violent waste not to exploit the extra bits of use your back-ground could be put to. In fact, background/setting has been so very much used in film that it would be an immediate and shocking distractions to have a grey blank for a background in a film.
