CN Rail no longer operates passenger trains. VIA Rail, originally a CN subsidiary, was set up as the sole passenger rail service in Canada in the late 1970s (this is exclusive of regional and/or commuter services). To respond to the question about passenger train speed, it depends on where the train operates. In the Windsor - Quebec City corridor, the top speed is generally 100mph, or 160 km/h. Speed is limited largely by the signaling system and the number of level crossings on the route - VIA has locomotives that would otherwise be capable of speeds close to 200 km/h. Outside of the corridor, speeds are generally slower, though speed limits are generally a function of terrain, track and signaling limitations.
