Initially, he is Robin, posing as a 'bad guy' to get to Slade. Some time after that, the suit is stolen and Red X becomes a genuine criminal, although I have no idea who that is. Sorry if that wasn't the answer you were looking for.
-Edit- There is rumors that he will be unmasked in an episode of Batman the Brave and the Bold, but popular belief is that it is Jason Todd (the second Robin, between Dick Grayson and Tim Drake) he "died" in the comics, but he was transfered to another universe in the process, where he becomes an anti-hero "The Red Robin" because of similarities in fighting, driving, and speaking, (both Robin and Red-X were voiced by the same man) as well as the fact that the Red-X suit looks alot like the Red Robin suit, many think they are one and the same.
My theory is that he is defiantly Jason Todd. Also true that they have similar fighting skills but if you pay close attention to when beast boy takes out the board it has only 2 real heroes (which proves 2 things) which were nightwing (proving that the robin in the series is dick grayson) and Jason Todd which is one clue. Another is that he says "I said i wont be a hero, but that doesnt mean i don't know how to." proving he had been maybe a hero once, and Jason todd did become a villain when he came back to life. another clue is that Jason todd had a grudge on the titans. the only thing that disproves my theory is that Jason didnt come back till robin was nightwing, but he would be a perfect villain for the team.
originally robin is red x because he is trying to earn slade's trust and find out his plans but when that dosent work out robin locks the suit up. then someone stole it and you dont know who he is.

HOWEVER, I am a comic book fan, so, I know all the things they never tell you (like all the Titans'/villains' secret identities, backrounds, etc). I have never actually READ a comic book that REVEALS the secret identity of Red X, I, among other people, believe that Red X is none other than Jason Todd.

...PLUS, I JUST RE-Watched the TT Episode, "X," the one where the NEW Red-X (The One I Think Is Jason) appears, and if you PAUSE the episode right where BeastBoy is pulling-out the "Board" (ChalkBoard), and going over who the NEW Red-X could be, if you look closely, RIGHT BEFORE he gets to the "conclusion" that Red-X is a monkey robot with Robin's DNA, you will of the board, that it says: "Long-Lost Brother, Jason Todd," RIGHT THERE, IN PLAIN SIGHT! The "Board" also mentions NightWing, and thus, it supports my theory. Oh, that was waaaay too clever! How did miss that?! ...LOLOLOLOL!... BeastBoy, you crack me up!
