Contrary to popular American belief Africa as a whole is not a country but a continent. Therefore no one person rules Africa. It is seperated in to many different states which are in turn ruled by their own particular governments.

you see here, Africa isn't really a country, instead its more like a zoo. so basically the entire world owns it except China, who wanted no part in it
