Despite searching Google for hours,I have not found a proper answer.It is possible that some auditing company maybe doing so or else as I have seen at times,hotels simply like to credit themselves any star rating of their choice.Trip Adviser does it too and so do all the travel websites,but under whose supervision it is actually done,I am unable to find.

All hotels are given five stars for their level of luxury. If a hotel is five starred, you can rest assured that it is a very nice and luxury hotel and you will be happy there.
Forbes (formerly Mobile ratings) only goes to 5 stars. Never heard of anything over 5 stars.
You say "5-star" - this works as an adjective, like "20-dollar note" or "5-day holiday".

I have spend quite a few evenings in a Holiday Inn and I would give it 3.5 stars. It is not very upper class but it is perfect for an affordable nice hotel
Although the stars can give you a rough guide to the quality of a hotel the systems vary from country to country and can mean different things. They also get awarded by different authorities.
