Primarily yes, the Titanic was built at the Harlan and Wolfe dockyard in Belfast Northern Ireland. Most of the workers would have been Irish, though there would be a lesser number of other nationalities there bought in for specialist tasks.

The company (who employed the workmen, artisans etc) was Harland and Wolfe of Belfast in Ireland. The chievf designer was Thomas ANDREWS (who apparently died on Titanic) and the idea of building the biggest ship was that of Bruce ISMAY who was the Chairman of White Star Lines. ISMAY survived and was never forgiven by one of the White Star owners who was ANDREW's uncle. ISMAY's career was over. H&W built several of the WhiteStar liners as well as earlier P&O and naval ships. The original buildings still exist today but are hardly used, H&W still work on small projects but it is not the huge business that it was back then.

The shipyard it belonged to was Harland and Wolff in Belfast, it belonged to the White Star Line. Since the White Star Line is would be about making as well as using ships, either answer is correct.
