Palpatine was born 82 years before "A New Hope" took place and (the redeemed) Anakin killed Palpatine in "Return of the Jedi" (which took place 4 years after "A New Hope"). So Palpatine was in his late 60's by the time of the Clone Wars and was 86 years old when he died.
yes they are the same person
Rather Naughty
The Emperor is Star Wars was called Palpatine. He was played in the movies by British actor Ian McDiarmid (Except the original version of The Empire Strikes Back in which he was played by Clive Revill)

Then the movie series would have been much shorter & there would never have been Darth Vader for A New Hope, Empire Strikes Back & Return of the Jedi.
Palpatine kills all the Jedi except Mace Windu. Palpatine tries to strike Mace with Force Lightning but Mace deflects it back to Palpatine. Then, Mace nearly kills Palpatine but Anakin stops the death blow by slicing Mace's hand (which held his lightsaber). Doing this then allowed Palpatine to shoot Force Lightning to Mace, eventually throwing him out the window and presumably to his death. Anakin's action and allegiance to Palpatine/Darth Sidius completes his journey to the Dark Side.
