Cynthia gives you the egg in eterna city i belive......then to evolve it you have to level it up with high enough friendship. And that is how you can get a togetic on platinum. To get a Muk on Platinum you need to get the international pokedex... which means seeing and or catching all the standard pokedex Pokemon... then talk to the prof and then Prof oak appears i think
