You can find a wild Steelix in Iron Island, Victory Road, and in Snowpoint Temple. They are a bit rare to encounter so it may takes several tries to find it. In Pokemon Platinum, you can find Steelix in Iron Island and Victory Road, but not in Snowpoint Temple.
Well, my Poke'dex says its in the cave outside of cianwood but you can trade an onix holding metal coat to get one And after beating the game gym leader Jasmine(olivine) will give it to you for any Pokemon (steelix' level matches the level of the Pokemon you give her. its nickname is Rusty :D
