Parliamentry form of government where Prime Minister is the head of the state and President, a titular head except in case of an Emergency when the form of government becomes Unitary with all the powers vested in the President...Federal form of government in the states with the Chief Minister as the head...but states do not have an independent status in terms of constitution which is the same for the entire country.

There are 28 states in India excluding national territories. The people of India elect the state legislative members (called MLA's) and the opposition parties which are not elected by the people are the MLC's or Members of Legislative Councils, who pass and make laws. The governor is the executive for each state. He appoints the chief minister for the particular state and with the help of the chief minister, the governor appoints other ministers for the state. The central government also has two houses: the upper house (called rajya sabha) and the lower house (called lokh sabha). The lower house is elected by the people directly and the upper house is not elected by the people. The upper house is controlled by the opposition party. The President of India, who is the chief executive of the country and the supreme commander of the armed forces, is nominated from the lower house by the members of the state legislatures and members of the parliament. The president acts upon the advice given to him by the lower house. He appoints the prime minister and other ministers of the country. The judiciary system in India is independent from the legislatures and executives, but the president has certain powers such as pardoning, etc.
