That would be difficult considering that The Nutcracker was written by Tchaikovsky between the years 1891-92, and that Beethoven died 64 years earlier in 1827.
You are probably thinking of Beethoven's 6th symphony. It kind of sounds like it would be in the Nutcracker. It is featured in Disney's Fantasia 1940.
Actually I just watched the movie last night and I believe Beethoven's Fifth Symphony, First Movement is played when Toto, Scarecrow, Tin Man and Lion are the the Witch's Castle and are heading up the stairs to save Dorothy.

As far as I know there is no character named Sammy, not even the personification of Uncle Sam- fourth of July Man- in Wizard of Oz. If there is no character, logically there would be no song about him.
