At the start of the battle, hurl X-Eye Seeds at Dialga. He will be unable to attack while affected by one. Have Riolu learn moves like Brick Break and Drain Punch and use those against Dialga, and have Eevee learn and use Wide Slash. If Dialga's x-eye status fades, throw another X-Eye Seed.

OK, Dialga is a steel and dragon type. Moves super-effective against steel types are Fighting, Ground and Fire. However, you can cross off fire as Dialga is dragon type so fire type moves are regularly effective.
