In order to evolve Happiny into Chansey, you must make her hold an Oval Stone and then simply level her up during the day, no matter what level she is at (except at level 100).
You can find Oval Stones in Dustclouds inside Relic Passage, Rebirth Mountain and Clay Tunnel. Alternatively, you can buy it at the shop in White Forest (Monday to Friday) after defeating the White Treehollow (since your game is Black 2, you would need to exchange Keys with someone with White 2). The last resort is to trade with someone for a Pokémon holding this item.
It doesn't evolve at a set level. Instead, you must level it up while holding an Oval Stone (and I'm not sure, but it may not be able to evolve at night). These can be found in the Lost Tower, or have a 50% chance of being found on a wild Happiny, Chansey or Blissey.
