after you defeat Tate & Liza of Mossdeep City gym, head for the space center. go up to the second floor, and you should see Steven with some team aqua thugs. he will assist you in a two on two battle between you and the two thugs. his team is pretty strong, but don't worry, you're fighting WITH him, not against him. after you two beat the crap outta the thugs he'll give you TM Dive, which is key to getting to the next city.
