You get it in the mushroom forest, but if you go to bowser castle lvl 3 and jump on top of the wall to the left, there will be a secret pipe that will lead to another lvl. You cant see it at first, so youll have to take a running jump to the left. Go down the pipe, beat the secret lvl, and a lvl called the "Power-up Pipe" will appear to give you access to wings or fire at any time.

If you mean the warp pipe, then after you've obtained the Super Boots (found at Boo's Mansion) you can break through the wooden floor panel in the Toad Town Sewers (it's right there when you go underground). Then go through the doorway to your left, defeat the Dizzy Koopas, and it will appear.

if you are serious if you are on 7-6 here is a walkthrough first make sure you killed all the koopas then jump over the p-plants.
After you use the return pipe you will warp to the level select area just enter one of the doors and it will bring you to the next level
