I think that the best flying Pokemon for me (not including legendary) would be Staraptor. It learns Close Combat, Brave Bird, I like teaching it the TM Hyper Beam, and probably fly and you have a very good flying Pokemon.
Staraptor is cool... Giratina and Salamence are awesome 2...
There is truly no BEST pokemon for a type, but some powerful ones are Staraptor, Noctowl, Drifblim, and maybe Honchkrow. Staraptor can learn Brave Bird and Close Combat, some pretty powerful moves in exchange for Defense and Sp. Defense and Health. Noctowl can learn Hypnosis, Dream Eater, Roost, Extrasensory, Zen Headbutt, and Sky Attack, which can incapacitate enemies pretty quickly. Drifblim can learn Ominous Wind, Shadow Ball, Baton Pass, and Explosion, hit and run or massive damage techniques. Honchkrow can learn some feisty Dark moves like Foul Play, Night Slash, and Dark Pulse, moves that can destroy opponents.
