As with any tool, becoming good at using it takes a lot practice. You need to familiarize yourself with all the abilities and limitations of the software, and WMM certainly has limitations. It's entirely possible to make good AMVs using WMM, in the same way that it's entirely possible to cut and serve slices pie with a fork without making a mess - that is to say, it's not remotely the best tool for the job. The worst drawback to using WMM that I've found so far is that you have to sequence your AMV linearly; deleting a clip doesn't just remove that clip and leave a hole to be easily filled in by something else, it causes all the clips following it to shift to fill the gap, which then messes up your timing. There are other freeware video editing programs out there which are better suited, such as Wax 2.0, but, of course, the expensive programs allow you to do much more. Furthermore, whether an AMV is good or not is not dependent on the software used to make it. A master painter with can produce a beautiful painting with a stick, whereas even if someone with no artistic ability has the best brushes in the world they still can't produce good art. Making a good AMV above all else requires that you understand the fundamentals of video editing and visual narrative, the software is secondary. Remember that an AMV doesn't have to be gimmicky or complicated to be good; the goal is to create something that reaches your audience, which can be achieved just as well by simply cutting clips together as by using masking, transitions, and effects.

It depends. If the video is using clips from the actual anime, then it is an AMV. Tributes don't always have that. Tributes are music videos, usually dedicated to a character. Usually, they are the same thing as AMVs. My first AMV was a tribute to all the villains of Yu-Gi-Oh. I've also done a Hetalia England tribute.
Anime videos (amvs) are not compatible formats for Windows Movie Maker.The best material you could use for amvs would be RAWs (Original Japanese Audio/Videos). RAWs usually have the best quality, don't have any subtitles to get in the way, and are in a format that Windows Movie Maker can handle (.avi).The only place that you can reliably get RAWs at though is via bittorrent.
