No you can not load or download games into or from the PS3 with the USB port
if you downloaded it from the playstation network, after it is done downloading go the game column in the XMB and scroll down until you see whatever game you downloaded, select it and select install to ps3.

If it is one of the Games that are compatible with the PS3 then you insert the disc into the slot and the game will load just like a PS3 game. The fact that it is not a Blu-ray disc does not matter as the PS3 can also play DVDs and CDs.

It's not a PS3 server it's the PlayStation Network and PS3 games can not play against PC games any more than you could put a PS3 game in your computer and have it work. No you can not play on the PlayStation Network unless you have a PS3 and a PS3 game.
A computer game can not be played in a PS3. Once I put a disc in a PS3 for a DVD that the Copy did not work and it got stuck in my PS3.It was a little trouble getting it out because the eject didn't work. Once I got the disc out everything was fine. I just had to unplug the PS3. But that's worse case and a result of when I did not listen when it said it was unreadable and tried again. It was not a computer game, but the same thing happens if you try to play any unreadable disc. The PS3 tells you it is unreadable and you eject it.
