If you turn Free Will off on The Sims 2, your Sims will no longer do any activities on their own. They will just stand there and wait for your every command and do it when you tell them to with no interruptions.
If you turn Free Will on, your Sims will do whatever they want, whenever they want, as well as do activities that you command them to do. They may even stop doing what you tell them to do if they don't feel like doing that chore and go do whatever they feel like doing.

I haven't gotten any of my sims to marry on PS2, but from what I've heard, you need to craft a marriage lai and a marriage beanie. Then you have to build up a relationship between two sims. After they get to a hundred, choose the 'propose' option from the option menu when you walk up to them. It may take a few refusals for this to work, though.
