Germany had not answered the British and French ultimatums for removing troops out of Poland. On September 3, first Great Britain, followed by France declared war on Germany. It may be noted that France was not sure of its position. France had no choice, however, after Britain made its declaration of war.
France is 1170 years old in 2013. There is no "founding act" for France, but the usual "birthdate" is 843 when Charles The Great's empire was parted between his grandsons. The Carolingian Empire was never reunited since. The occidental part of the empire, the "Francie occidentalis" and the medium part form much of today's France.

The "birth" of france is often dated 843 AD (dismantling of the empire of Charles the Great), so you could date "French" food from that date on. That said, even the Romans documented food in the area which is now France.
