Well... there are not many cheats but there are places to get new Pokemon:
Veilstone city: porygon, inside a dude's house behind the Pokemon center
(evolutions include: porygon, porygon2, porygonZ)
Eterna: "Bebe" should give you a free eevee
(Evolutions: flareon, vaporeon, electeon, umbreon, espeon, leafeon, or glaceon)
Solacion (spelling?): the day care guy will give you an egg holding togepi
(evolutions: togepi, togetic, togekiss)
Iron island (boat from canalave city): after you help riley w/ a mini quest, you get an egg holding a riolu
(evolutions: riolu, lucario)
Like i said, not many cheats but if you hunt around (i recommend cheatsguru.com) you may find useful tips. hope i helped... at least a bit...
