The fuse compartment is located at the end of the dashboard (driver's side). When you open the driver door you will see a removable panel on the end of the dash. Open the panel and on the inside of the panel you will find a fuse chart as well a nifty little tool used to pull the fuses out (and put them back in). The chart has little symbols indicating what they are for. Some are pretty easy to identify, others, not so easy. If you have the owners manual, there probably is a section explaining the different symbols. Good Luck !
When running voltmeter should read approx. 13.8-14.2 volts
Your low beam headlight bulbs are probably both burned out.
Check to see if the parking/tailights are working - should be the same circuit - check fuses Could be a defective dimmer rheostat Could be a bad light switch
The amperage is governed by the load that is connected to the battery circuit. Divide that amperage into the 1.6 amp hours and that will give you the endurance of the battery in hours.

A 2001 VW Beetle takes an ATO15 (blue colored, 15amp, blade style) fuse for the cigarette lighter.
The fuse layout diagram for a 2000 vw beetle is on the panel that covers the fuses. The fuses are located on the side of the dash on the drivers side. When you pop off the cover, there should be a fuse puller and a digram of the fuses on the cover that you just popped off.
does your owners manual show anything under fuses? Or you may have to go to a vw dealer

I wouldn't recommend it. Aircooled VW fuses are pointy ended, and the fusebox on an aircooled VW is designed with them in mind. Technically, you COULD replace the fusebox and use glass fuses, but if I was going to all that trouble I'd change to either the modern plastic fuses or to circuit breakers.
Open the driver's side door, it will be on the side of the dashboard, under a cover. Open with a screw driver.
Yes it can. E10 is no problem for a VW beetle.
