No, it seems not, unfortunately. Rumours were spread to the contrary on the internet circa 2009. The obvious problems in adapting the book for screenplay are the lack of a real central plot and the absence of contigious central characters.
The filming rights are at present (I believe) still held by Christopher Tolkien.
