You can't. The number of minutes and hours in school are set by the state and not the school. More recess would mean more school day. The school and teachers have to count the number of minutes in the school day.
Yes. By law, every school-aged child needs to have 3 hours of schooling each weekday at minimum. But set teachers are not just teachers, they are certified social workers who not only teach, but make sure they working conditions are safe both physically and emotionally for the child actor. They have the authority to stop a child actor from being in a scene that could be dangerous for the child and enforce child labor laws on the set.
