I don't know about all US cities, but in Indianapolis it is allowed. Indianapolis is one of the safest major US cities, with active live video surveillance throughout downtown. Indianapolis has been named the top amatuer sports venue because downtown is attractive to tourists and very safe. The safety of downtown Indianapolis is one of the main reasons the NCAA relocated to Indianapolis.

I would know; I live in Indianapolis. ----- There are municipalities, though not technically cities, named Indianapolis in Iowa and Oklahoma. So I guess the answer depends on what you mean by city.
