No. Uganda is considered as a developing country. Although it has had a large economic growth in recent decades the country still faces widespread poverty and corruption. Despite this, it's economy is one of the most stable in the poor East African region but the country heavily depends on Kenya for access to international markets. The country has a low HDI (Human Development Index) ranked 143rd out of 169 nations. I guess this makes Uganda a poor country.
Zambia like any other developing country is generally a poor country. It used to be quite prosperous at independence (1964). Its economy was dependent on the exportation of copper. However, global oil prices went up and copper prices went down. Hence the Zambian economy collapsed in the seventies and forced the country to borrow heavily. It is now plagued by low literacy, high infant and adult mortality rates. Poverty is currently at 69%. It has a high rural population of about 65% most of which live under a dollar a day, ie. below poverty line.
