Unfortunately, Tara dies when Warren pays a surprise visit to Buffy's house and shoots Buffy and Tara in season six. Willow begs to get her back, but the gods argue that she died a natural death. Tara was never brought back to life, but the dramatic effect her death left on Willow lingered in her.
But while speaking at the Wizard World Chicago Convention in August 2004, Joss Whedon claimed he had planned to bring Tara back from the dead at the end of Season Seven. According to Whedon, the episode would have centered around Buffy being granted one "life-altering" wish. Buffy would have spent the whole episode trying to decide what she wanted to do with the wish (including, possibly, restoring Angel's humanity). The episode would have ended with Buffy telling Willow that she'd just gotten a great new pair of shoes, and when Willow asked her if she used up her wish on new shoes, Buffy would have said, "No, silly!" and stepped aside to reveal Tara. This plan was abandoned when Amber Benson was unavailable for filming. At the 2007 Comic-Con, he referred to this idea as well.

its not a no but its not a yes... a comic of Buffy season 8 has been developed so the story is there but wheather they will produce Buffy on the screen again is impossible to tell lately word of Warner Brothers producing shows from the 1995 - 2003 period so the money is there for Buffy aswell the cast did reunite this month (august 2008) and discussed new series but no more information has been leaked in my opinion a couple of new series of Buffy would be great as it has everything going for it... lots of fans, lots of money and good story lines including cast members you think are dead. only time will tell but like i said eveything is looking good so there wouldn't be any major complications to make new series of Buffy... of course all the actors must be on board
A new slayer was not called because when Buffy died The 1st time Kendra was called and then when she died Faith was called so when Buffy died again Faith was still around so a new slayer could not be called until both slayers (Buffy an Faith) are dead.
Willow cannot bring Tara back because it is against the rules. You can't bring a dead person back to life that is killed normally. see willow was able to bring back Buffy because she was killed by somethng mysitcal, but tara die by a gun shot wound, so that normal in the world, so she wasn't allow to do it.

It's subjective, but one could say Buffy began to be herself slowly but surely when she began to recognize the damage she was doing to Spike and herself with the relationship. She broke down to Tara, subsequently broke up with Spike and distanced herself from him. Therefore you could say Buffy began to move on from her death probably around Season 6 episode 13 "Dead Things"
