It was difficult to account the Indian provinces before the British rule as the majority of those didn't come under the definitions of an ideal state because of its territorial disputes and independent sovereign and military powers. The states were also merged or divided further to save taxes from emperors and British East India Company or give opportunity and satisfy disputing successors of various Kingdoms and also some times in the name of Women - 'Queens' to save from wars or invasions.

It is estimated from many travelers notes, ancient diplomatic crooks or tactic advisers diaries and messenger tips that there were 648 provinces either independent or timely dependent village states and 14 other Hilly Loops dependent on a main land dynasty. About 478 are in the presently India, majority of which represents in the present parliament lower house - the Loksabha of India, in fully enveloped or with modified territories.

Rest of the provinces are now in Afganistan, Pakistan, Bangladesh, Srilanka and Myanmar.

Aurangzeb fought many wars of expansion (not all of them successful). These had cost a lot of money, and so taxes had to be increased. This caused hardships and famine for the ordinary Indian. Aurangzeb's wars significantly weakened both the Mughal state finances and the military, and left India open to attack from Afghanistan and Persia, which caused more hardships for ordinary people.
