(1) there exist malpractices in the ration shops which are part of the food security system (2)there is exess food that comes into the govt.granaries.this result in high carrying cost , environmental degradation , etc. (3) the food grains in the granaries are of low quality , rotting away , eaten by rats etc.

For EXTERNAL flights the marjority of countries will not allow food products that can be a security risk to their eco system through.
