The Prime Minister is generally addressed in conversation as "Prime Minister", or by name (ie. Mr. Harper). The Prime Minister is just a politician (though admittedly one with a big ego, as one must), so while its important to be respectful (like you would be with an unfamiliar business associate), you should treat him as an equal, not a superior (unless you are in the military, in which case you should consult your protocol manual, not WikiAnswers ;-) ).
