Cinna died in Catching Fire. Katniss had to wear to her wedding dress to interview with Caeser Flickerman during the Quell. Cinna had secretly altered it so that when she twirled for Caesar, it would transform into a mockingjay-like dress. When Katniss was in her tube to go to the Games with the other tributes, he was beaten by Peacekeepers and killed.
She dies when katniss is in the elevetor to play the games with the victors in caching fire and they torture.

yes, he does, in catching fire. he creates a dress for katniss for the interviews before the games that transforms her from her wedding attire into a mocking jay. this, accompanied by peeta's depressing speech and the victors joining hands and showing they cannot be controlled by the capitol, creates an uprising, angering the capitol and president snow.
Later on, in an attempt to break katniss further, once she is behind the walls of the elevator leading into the stadium, two workers for the capitol enter the room, beat cinna to a pulp, and drag him out, all before katniss's eyes. he later dies from further torture while she is in the stadium.
