If you have wifi at your house all you have to do is go to System Update on your PSP home screen. Click on Update Via internet. If there is an update available then your PSP will start to download it. after it's done downloading it will bring out a Installation Wizard in which you have to agree to some terms.

When you press the app's icon on the PSVita's LiveArea, you get an initial screen with the launch button in the middle. At the top, is where various help or info buttons appear. This is where the update button appears also, usually on the left, in yellow, looking like an arrow.

If you have a internet connection the update needed information will come on the screen when the game disc is inserted into the PS3

The easiest way is to have your PS3 connected to the internet or to buy or rent newly released Sony Games with the Updates on them
