Your Fuel filter is attached to the fuel pump, which is located in the fuel tank if its a gasoline burning vehicle. Diesels should be located inline.

There are several different high potential (hipot) tests, but they all generally involve applying a high voltage (high electrical potential) across something being tested to determine how good an insulator the material or substance is. A vacuum inside an enclosed space can insulate materials inside that space. To cite a single example, in a variable vacuum capacitor, a glass or ceramic "bottle" with a flexible metal bellows on one end contains a pair of plate sets. By expanding or compressing the bellows assembly, one set of plates can be moved closer to the other set, both of which are inside the vacuum "bottle" of the device. This changes the capacitance of the device, and thus allows it to be used to tune a circuit. If a hipot test were conducted across the plates of the capacitor, the integrity of the insulative properties of the vacuum enclosure could be tested. If air should have leaked inside, this air would be ionized by the high voltage and the hipot test would show this. This vacuum capacitor would be ineffective in a high voltage application, like the tuning of a high power radio transmission circuit.
Could be a faulty guage, check to see if you are getting a good connection to it, and with a test light check to see if the current is continuous. If so, then probably the float inside the gas tank on the fuel assembly.... have to drop the tank to do that one. Good luck.
Turn the ignition on and see if you hear a humming coming from the pump. If it is inside the fuel tank, you can hear it from the back seat.
the float that measures the fuel in the tank may be stuck. or the gauge in the dash may be messed up. pay for an hour of mechanic time and have them take out the float and test it with a volt meter.
Its not your fuel Pump that shows this its your sending unit which is attached to the fuel pump and located in the Gas tank. It could be a couple of things. One the float in the tank is stuck,the sending unit is defective or the wiring is loose or disconnected. Best way to test is to remove it from the tank. This will require removing the tank. If you cant do this take it to a garage.

When it is your hands you test using a ohm meter and by moving the float, if the reading change a in a smooth manner as you move the float its probably ok.

Tighten clamp. # Position fuel filler neck in opening in body panel. Install and tighten mounting screws # Reach inside and install the two fuel tank attaching bolts.Tighten to 20 N·m (177 in. lbs) torque. # Connect negative battery cable at the auxiliary terminal. # Use the DRB Scan Tool ASD Fuel System Test to pressurize the fuel system. Check for leaks. # Install access panel in trunk.
You can test the fuel pump by touching the positive wire on the positive post of the battery. You will need to ground the ground wire.
If you look far and wide, you can get a pressure guage to check fuel pressure. Pumps are notorious for going out on these vehicles. And since it is located inside the tank, you will have fun replacing it.
Very tough job for a beginner. The fuel pump is in the tank, which is under the backseat accessed from underneath the car. The tank must be dropped by removing the two straps holding it in place (hope you are very low on fuel 1st!) then all the hoses & wires disconnected then the tank is removed from under the car then you can access the plate in the top of the tank where the fuel pump is found inside. This is not a safe way to test a fuel pump. Simply test the pump with a fuel pressure gauge while it is still in the vehicle. If you go to all the trouble of dropping the fuel tank and removing the pump then just replace it.
Yes, If your pulling a vacuum in the fuel tank, the fuel pump cannot deliver fuel to the engine and will stall. Check the fuel tank vent hose and fitting, a common problem is wax build up in the fuel tank vent screen. If you replace the fitting, remember it is a requirement to have the screen in the fuel tank vent. Quick test is to run the boat until it stalls and remove the fill cap, listen for vacuum release.
