make sure you have Pokemon that knows surf and dive with u. go to route 107,108, or 109 it should be one of them. you should see an abanded bout. go into it and manouver ur way around to the very last floor (this is where surf and dive come in because to get there you need to use dive and surf to get in the water) figure out the cabin code and you will find a scanner. then go to Slaterport City. go up from the poke center,then turn right. you will go to a building called Slaterport Harbor go in. and talk to the who looks like a proesser. thenhe will give you two choices do you want the Deepseatooth or deepseascales (get the tooth nomatter what other people say the deepseasacle kinda sucks)
