You have to bond with your Riolu.You have to raise the amount of friendship you have.Also you HAVE to train Riolu a lot.Give your Riolu some carbos,zinc and protein(you can get this at veilstone city store).Keep doing this process then you'll get your Lucario.

you must get it to full happeness by giving it a soothe bell and feeding faveorite poffin keep in your party never put in day care and you have to level it in daytime when it has full happeness because it will only evolve in daytime
