You need 4 things. A GBA or a GBA SP, Pokemon Emerald for GBA or GBA SP, VBA (Visual Boy Advance) CD-ROM, and last a VBA Cord Link. With all this stuff this is what you do. 1. Put your Pokemon Emerald in your GBA or GBA SP. 2. Put the VBA CD-ROM in your PC. 3. Connect the VBA Cord Link from your GBA or GBA SP to your PC. (Sorry, not sure where to plug the VBA Cord link in)

No, but there might be a extremely illegal website that does but even if you did find it it would be really hard to find like on page 100 on Google but if you want a Pokemon just get action replay DS and there will be every single Pokemon that you can catch so if you want loads of Pokemon get action replay DS!By the way action replay can glitch your game up or give you a bad egg so I think its not worth the risk.
download it here:

I got it from free ROMs. Search them up. But when I played it it won't work for my Project 64 for some reason.

go to any Pokemon center and deposit them in a PC box.
A copy of Pokemon Emerald is required to get Teddiursa in Pokemon Diamond. By having a copy of Pokemon Emerald in the GBA slot of the DS Teddiursa will start to appear in Route 211 and Acuity Lakefront.
Route 117 is in Pokemon Emerald. You can't get there.
