I found one by flying to Sootapolis then use Dive where you enter Sootapolis. Then whilst you are underwater go into the grassy areas and hold down L Whilst Surfing through it. Hopefully a Relicanth should appear, but you must be patient because it is very rare there is only a 2% chance of finding one.

***You can also try my method: Before finding Relicanth, catch an Oddish or a Tropius. Both of these Pokemon knows Sweet Scent when you catch them. Stay in a certain place in the sea at Sootopolis or underwater at Route 126 where Relicanth is rumored to be located. Use sweet scent and he should show up in no time. -Lian22
go to route 226 with your super rod and fish it may take a while to catch and lure but YOU BETTER make sure it has a rock because it can learn Head Smash (power 150 accuracy 80 the user takes HUMONGOUS damage after the attack) and rock head means NO recoil besides,relicanth learns it level 78 and his level you can find him at is 40-50 GREAT QUESTION
Go to Route 226 and keep using your Super Rod until you get it because it's rare. Be patient.
Ok in ruby,emerald and sapphire you need to dive underwater and you go into the underwater grass.
In platium,pearl and diamond and go to route 230 and use super rod there.
You must use the Dive HM on certain water routes. Relicanth is available in all deep water areas. The routes you can Dive in are 124, 126, 127 and 128.
