In a real sense, under the present scenario of Uniform Educational Policy there should be neither English medium school nor Tamil medium school separately in an area. There should be only one school for an area. Similarly there should be no separate English medium class room in a school.
Bilingual curriculum and medium of instruction should be introduced for all classes and bilingual text book published for the purpose for all subjects except for languages from 1st standard onwards.The text book should contain Tamil version of the subject on one page and the English version on the opposite side. The teacher of the subject concerned should teach the lesson and explain the contents in both languages simultaneously. The question paper will be set in both languages and the students may be allowed or should have freedom to answer either in Tamil or in English exclusively or in both languages mixed. It is students' liberty to go after a language of their choice. It is the valuer's helm of affairs to judge whether the answer meets the question or not and award marks appropriately.
The government should not give room for separate class under the pretext of different medium of instruction and divide the student population in the budding stage and in the campus of education itself. Students who are acquiring education through Tamil medium are shy of delivering the things in an open forum or are they not capable of delivering in English and they feel inferiority too. On the other side those who studied the subject in English could not communicate in Tamil fluently to the people who know Tamil only. Further, do all English medium students get employment outside Tamil Nadu state? Never! Most of them are seeking employment in the state only. Neither could they communicate their subject in Tamil nor do others understand if they communicate the subject in English. This is the sorry state of affairs that prevails at present.
If we are really concerned with the future generation and their progress, what is before us is to keep them knowing both languages simultaneously as suggested above. It is for certain that the bilingual medium of instruction will boost the confidence level of our students to communicate in both the languages fluently without fearing or feeling inferior. Further there is no need for a separate spoken English course inside/outside the campus and no additional expenditure on this count to the poor students. This is the first step that the government should put forward towards bringing a real uniform curriculum in Tamilnadu and really helping the future generation, especially the backward both financially and socially.
This is my expectation and dream on the day of 61st Republic day of India and on the eve of World Classic Tamil Language Conference.This way the government can help promote English language and the Tamil language without much ado.
