There's a whole network of roads now, and they're paved, rather than simply being unimproved dirt roads, plus they're plainly marked.. the first people to drive cross country had to guesstimate where they were going (often by using clusters of utility poles and wires to indicate when they were approaching a major city). In most countries all public roads are 'owned' by the government and if that is the case then repairs to that road are the responsibility of the government (paid for out of taxes). However some roads in private estates are deemed to be private roads (they have not been adopted by the government). In this case repairs to and maintenance of the road is usually the responsibility of the resident using the road. Also on private roads the national 'Rules of the road' would not be enforceable by the police/state.
The two types of road are national highways and state highways. National highways go anywhere and are owned and maintained by the government of the country (such as the Interstate in the USA). State highways are roads contained within a single state. The state government is responsible for maintenance of these roads.
