US and Canadian citizens ages 15 and under with parental consent are allowed to cross the border at land and sea entry points with certified copies of their birth certificates rather than passports. Visitors of all ages arriving by air require a passport. Children ages 16-18 crossing by land and/or sea with school,religious,cultural, or athletic groups under parental supervision are allowed to use a birth certificate rather than a passport as well.

Yes. If they are travelling with just 1 parent they usually also need a letter from the other parent saying they are aware their child is being taken out of the country.
