Yes you can. When I had my learners I bought a car from South Auckland. There are quite a few in Auckland, unfortunately I cant say the same as anywhere else in the country. Maybe do a Google search of your area. Good luck!

You can get your learners licence at 15. While you have a learners licence you must be accompanied by a fully licenced driver. You can then get your restricted licence after passing a driving test. You are not allowed to drive between 10pm and 5am unless you have a fully licenced driver in the front passenger seat. This lasts for 18 months when you can apply for full licence after passing another driving test.

You certainly can. There is no restriction on driving interstate in Australia on learners' plates, as long as there is a responsible adult with a current, valid licence in the passenger's seat.
