It really depends. You have to either have to be born with Uchiha Bloodline or have an Uchiha give you his Sharingan.
You have to be born in the Uchiha Clan...or you can have an Uchiha give you but...doing so a Sharingan in a non-uchiha causes the sharingan to take alot more chakra to use then when a regular Uchiha uses his/her sharingan it uses up little chakra.
