In the United States, children of ANY age are allowed into movies that are rated G, and as long as they're with someone who appears to be in at least their teens, should have no trouble getting into a PG movie. PG-13 probably wouldn't be a problem either. Sadly, parental negligence even results in people taking their wee children into R-rated movies -- and at 9PM or later showings, even!
The only caveat or concern would be if the child is being loud or obnoxious. Then the child and his/her parent(s) may be asked to leave the theater.
Personally, I recommend NOT taking such a young child into any movies other than G and PG; preferably a movie that starts no later than about 7PM.
