My answer;
You can. It's more well known as "Formal Emancipation". If you can prove that you can sustain yourself, (e.g Live healthily, attend school, pay taxes) without illegal funding (e.g dealing drugs, etc) and with a good cause (e.g Physical abuse, bad relationships, etc) then you should be free to have formal emancipation from your house.
As long as you are a minor your parents will decide where you live. So if you when you are of legal age want to move to the other parent and they are willing, then you can move. In Idaho it's at 18yo.
i think you have to take this to the courts.

Not unless his parents give her custody.
If he lives with his parents then no you can't. It's their house their rules. The only way that you can move in with him is to either move into a different house together or have him move in with you. But then again it all has to do with his parents who have to let him move in with you.
A minor under the age of 18 cannot move out of the house with her parents' permission. The child may file for emancipation in order to be able to move out.
