You can. It's more well known as "Formal Emancipation". If you can prove that you can sustain yourself, (e.g Live healthily, attend school, pay taxes) without illegal funding (e.g dealing drugs, etc) and with a good cause (e.g Physical abuse, bad relationships, etc) then you should be free to have formal emancipation from your house.

Only if the parents consent and they are going to another good home (i.e., living with a relative). The 14 year old could also move out if they had abusive parents, in which case they would have to go to an orphanage, foster home or relative until they were 18.
