The number of electrons flowing through a light bulb each second can be calculated using the formula I = nqf, where I is the current, n is the number of electrons, q is the charge of an electron, and f is the frequency. By rearranging the formula, we get n = I / (q*f). Substituting the values of I, the charge of an electron, and the frequency into the formula will give you the number of electrons flowing through the light bulb each second.

Schooling in South Africa depends on where you are and what you can afford. Public schools which are currently using the "Outcomes Based Education" system is pretty much a waste of time and will most definitely not provide a sound education. If you want your child to have a good education your only options now, if you can afford it is to utilize home schooling on the Cambridge or Australian school curriculums or use private schools that more often than not employ the same curriculums. For tertiary education there is a wide variety of both public and private tertiary institutions of which most have a very high standard. There is always a bad apple here and there amongst the private sector institutions but amongst the public ones this is almost never a problem.
