im not sure about that but i can say that a 2 stroke 125cc is faster than a 125cc 4 stroke and probably 200cc too. a 125cc 2 stroke would throw you off the back if you cant handle it properly, where as the 4 stroke wouldn't scare the living daylights out of you

In my opinion NO. An 80cc would be a good start. 125cc if the rider is experienced. If its a four stroke and he/she is experienced enough to know his limitations I would proceed with caution.

The term 100cc and 200cc refers to the displacement (size) of the bike's engine and in turn horsepower. A 100 cubic centemeter bike's engine is half the size of a 200 cc bikes engine. How fast you wanna go? Good luck!
CC refers to the engine displacement or in other words how big the motor is. Larger cc engines produce more power then a low cc engine can. When racing dirt bikes they require the engine size to be near the same size so that everyone has an equal chance in the race. For example: Racing a 125cc bike against a 500cc bike would be a one sided race. The 125cc bike would not have a chance against the power a 500cc bike puts out.
